Peak level is not perceived loudness
Two files can share the same highest peak while one sounds much louder because more of its music stays near that peak. It does not remix the song
Playback normalization normally applies gain. It does not rebalance vocals, bass, drums or the dynamics within every section.
It does not guarantee identical moments
Tracks can reach a similar integrated target while short passages and peaks remain different.
